1. ARC City is the building block of universal replication for all future cities.  The size, shape and density allow it to be in perfect proportions.   Large cities go back to the original problems of long distance supply lines.  Instead of unrestrained growth, it is much more preferable to build identical ARC Cities to be developed nearby under the same guidelines
    1. Each ARC City has between 12-16 sq. miles of land, variation based on climate and soil fertility to support at least 20,000 people with food production
    2. Each ARC City will have a dual transportation system, one for people transport and other is freight train.  With the elimination of roads, there are no cars or trucks to move products.  Local Product movement is assisted with battery powered fork lifts.
  2. CLUSTERS- This is comparable to a county in which many smaller cities and towns group together under one large administration.  A Cluster is made up of 10-20 ARC Cities linked together by trains, commerce and mutual assistance and diversity.
    1. Cluster have population bases of 180,000 to 400,000
    2. As clusters get larger, diversity increases.
      1. Variations in services increases
      2. Variations in goods increases
    3. Clusters have high-speed monorail and pod cars connecting them short duration commutes
    4. Clusters will have a center city that handles central government administration
    5. Cluster Centers have higher levels of education (college)
    6. Cluster Centers have larger more specialized sports facilities, like large outdoor arena for major Cluster events, golf course, cycling velocidrome.
    7. Cluster Center has a Bullet Train Station that connects the Cluster to other Clusters in the District
  3. DISTRICT – A District is made up of a group of Clusters.  This could be 5-6 Clusters to a larger District of 10-20 Clusters.
    1. Population base ranges from 2 million to 8 million people.
    2. Districts have a Capital City.  This is an ARC City that is more specialized with people and activities that are very unique.
    3. The Capital ARC Cities may have multiples units and their own CLUSTER.
    4. Capital ARC Cities have universities with areas of specialized knowledge
    5. Capital ARC Cities have more offices and commerce
    6. Capital ARC Cities have Conferencing Centers
    7. Capital ARC Cities have tourism capabilities
    8. Capital ARC Cities are located at major shipping centers
    9. Capital ARC Cities have a large District Transportation Center
      1. Inter-Cluster Bullet Trains connect to this Center
      2. Intra-District Bullet Trains Connect to this Center
      3. A small Jet Airport connects this District to Regional Airports
    10. Capital ARC Cities have permanent government assembly Upper and Lower Chambers and offices for political representatives of the Clusters.
  4. REGION –  A Region is made up of multiple Districts.  The could be 6-8 Districts in a smaller Region to 10-15 Districts in a larger one.  This is comparable to large state or several small states.
    1. Population base ranges from 12 million to 25 million people.
    2. Regional Capitals have many universities of varied disciplines
    3. Regional Capitals have highest social and economic stratification
    4. Regional Capitals have research centers tied to the universities
    5. Regional Capitals have Convention Centers with hotels and amusement
    6. Regional Capitals are located at major shipping centers
    7. Regional Capitals have a large Transportation Center

      3. Inter-Region Bullet Trains Connect
      4. Jet Airport Connects all District Airports
